Nah, it's some other dude. Gainax did FLCL more as an animation test than anything, in order to define their signature style post-Evangelion.
This one was funded, directed and animated almost completely by one man, which I think is pretty cool. Considering how awesome the similarly created works of Makoto Shinkai, not to mention Pale Cocoon, are, I think it likely this is a lovingly created work of passion.
